John McCain claims that he'll take a hatchet to the federal budget and impose a spending freeze to bring fiscal responsibility to Washington. Of course, the list of exemptions to the spending freeze expands daily and the nature of exemptions defies any sort of rational categorization. While campaigning in Florida, McCain said NASA, a major employer in the state, would be exempt from the spending freeze.
